Orano — alors appelée Areva — mène sans interruption l'exploration et l'exploitation minière en Mongolie depuis 1997, soit 27 ans au moment de la signature de l'accord.
Le Parlement mongol a approuvé le projet d'accord d'investissement et accordé au gouvernement le droit de le signer, avec 79,3 % des voix en faveur.
Le 17 janvier 2025, année où la France et la Mongolie célèbrent 60 ans de relations diplomatiques, les deux gouvernements ont signé l'accord d'investissement à Oulan-Bator.
Les gisements de Zuuvch-Ovoo et Dulaan-Uul sont évalués à 90 000 tonnes d'uranium, pour une durée de vie de la mine de 30 ans et des dépenses d'investissement de 1,6 milliard de dollars.
Les travaux de développement doivent absorber 500 millions de dollars sur 4 ans avant que le gisement n'entre en production.

La promesse est présentée comme un calcul que le lecteur peut suivre. La part ordinaire de l'État est convertie en actions privilégiées assorties d'une redevance sur les ressources minérales croissante ; le gouvernement a construit son propre modèle financier selon une norme internationale de transparence plutôt que de reprendre celui de l'investisseur, puis l'a vérifié par rapport aux chiffres de ce dernier ; et pour toute année où le bénéfice direct de l'État n'atteint pas la part promise, l'investisseur doit un paiement complémentaire pour combler l'écart. Le projet est passé de la commission permanente de l'économie à la commission de sécurité et de politique étrangère, puis à une résolution plénière donnant son accord et conférant au gouvernement le droit de signer ; la date de signature avait été annoncée à l'avance, et après la cérémonie, le Premier ministre s'est engagé à ce que l'accord approuvé soit suivi sans faiblir.
