Thirty senators — 29 Democrats and independent Angus King — sent an open letter pressing Secretary of State Marco Rubio over student-visa processing delays, the interview pause and the new vetting procedures, and demanded resumed publication of visa-issuance data.

US-internal pushback comes from press-freedom organizations: Reporters with Borders is 'outraged' and says the change destroys reporting from the US; CPJ calls it 'the behavior of a backsliding democracy'. Congress's power to reject a rule is noted as 'extremely rare'. Minted press_freedom_group_opposition: NGO press-freedom opposition fits none of the guided pushback categories.

The reported domestic pushback is from press-freedom advocates: the Reporters Committee for Freedom of the Press warns the rule 'risks providing the government with an avenue to not renew a journalist's visa in retaliation for coverage it perceives as critical'. Minted press_freedom_opposition: pushback from press-freedom/journalism advocacy groups, distinct from higher-ed association opposition. No higher-ed, legal or congressional pushback in this cluster.

The pushback reported is the outlet's own: this is a Dallas Morning News editorial opposing the rule as a 'misguided offensive' and faulting the administration's hammer-over-scalpel approach; no lawsuits or congressional action are mentioned.

Pushback is reported as past and prospective: 'courts have overturned most measures' among the administration's earlier student-visa actions, and an attorney says Congress could challenge the new rule under the Congressional Review Act or a lawsuit could be filed to block it. Addressed but unbucketable: judicial pushback reported concerns earlier measures, and the CRA/lawsuit avenues are hypothetical, so neither lawsuit_filed nor congressional_pushback fits.

Per guidance, judged by framing, not by interviewees' nationality.
2026-07-17
One sentence covers the foreign-media-representative provision (P08:S01); considered students_and_journalists but the framing throughout is 国际生.
The I-visa journalist provision gets one sentence (P05:S01); headline and body framing remain 国际学生, so not bucketed students_and_journalists.

Media-representative provision is an 'also' afterthought sentence, so not bucketed students_and_journalists.
The rule is framed as hitting international/foreign students generally — 'a foreign student's F-1 visa' — with Turkish and Brazilian entrepreneurs as examples; China is never mentioned.
2026-08-10
Framed as affecting international students generally — 'limits the time international students can spend in the U.S.' — with Nepali and Chinese students as examples; no China-targeting frame.
2026-07-16
Framed throughout as applying to international students generally ('allowed international students to stay in the U.S. until they finish their program'); no China-specific targeting frame appears.
2026-06-23
Framed as applying to international students in general — the rule ends a regulation 'that allows international students to stay in the U.S. until they finish their degree'; no nationality-specific frame.
2026-05-13
The visa-rule items are framed around foreign/international students generally; China appears only in a separate item about deported Chinese postdocs and a professor's locked lab, not as the frame of the visa rules.
2026-08-04
The policy is presented as a crackdown on foreign students generally, with the story measuring its impact on Chinese and Indian applicants specifically (46% and 60% visa declines); no claim that the rules target Chinese students as such. Borderline: headline foregrounds China and India as the affected nationalities, but the policy itself is framed as general; India's inclusion rules out chinese_students_specifically.
2026-07-28
Framed entirely around international students (athletes) in general — 'new federal rules limit international students to just four years'; no nationality-specific framing.
2026-06-16
Framed around international students generally, with the pause covering applicants from 40 countries and examples from Nigeria and elsewhere; China is not mentioned, and the discrimination frame is country-of-birth generally rather than any single nationality.
2026-06-01
Framed around international students and educators generally; the travel ban and visa issues are discussed without any China-specific frame.
2026-07-13
Framed around international students generally, with India singled out as the largest origin country showing pronounced application decreases; no China-targeting frame.
2026-07-20
Framed around international students generally — 'new visa restrictions could make it harder for international students' — with no nationality-specific targeting frame.
2026-07-16
Framed around international students generally, noting the rule also applies to exchange visitors, professors and foreign media; no China-specific frame (the only named target is Harvard). P10:S01 mentions foreign media in one line, but the cluster's framing stays student-centered rather than a students-and-journalists tightening frame.
2026-06-03
Framed around foreign/international students generally and the global field; nationality specifics are regional (Middle East, Africa, Europe trust data), with no China-targeting frame.
2026-07-31
Framed around international/foreign students generally, with examples from India and Canada; no China-targeting frame (Harvard is the only named target of administration actions).
2026-07-08
The expected visa time-limit change is mentioned generically as affecting student visas, inside a story about international applicants from many countries (Nepal, Bangladesh, Nigeria, India); there is no China-specific framing.
2026-08-12
The rule is described as placing strict limits on the time international students can study in the United States; no nationality-specific framing appears.
2026-06-24
The visa rule is mentioned generically as applying to student visas, and the enrollment discussion concerns foreign students at large; China appears in research-security items, not in the visa-rule framing.
2026-08-13
The rule is framed as applying to international students on F-1 and J-1 visas generally — Northwestern's 9,500 international students from more than 120 countries and 1.2 million nationwide; the profiled students happen to be from China and Korea, but the framing is not nationality-targeted.
2026-07-08
The policies are framed as affecting international students in general -- enrollment, processing times and revocations are discussed for the whole international population, with no Chinese-student framing. Cluster concerns Trump visa policies broadly rather than the duration-of-status rule; China never mentioned.
2026-05-01
The crackdown is framed as hitting international students in general; the nationality breakdown given for NJ is India-first (42.9%), with China second (22.6%) -- no China-specific framing.
2026-07-16
The rule is presented as applying to international students in general (F-1/J-1 holders from many countries; CSU's students 'from more than 160 countries'); no Chinese-student framing appears. China is never mentioned in either member.
2026-07-28
The rule is framed as applying to international students generally (F-1 recipients, Illinois' 66,000 international students); no Chinese-student framing. China never mentioned.
2026-05-27
Policies are framed as affecting visa holders and international students generally; nationality specifics are about travel-ban countries (Iran, Nigeria), not China. China never mentioned.
2026-08-18
The policy is framed as covering international students in general, with a passing note that changes 'also impact visiting scholars and journalists'; no Chinese-student framing. Journalists get one sentence; the framing is student-centric, so not bucketed students_and_journalists. China never mentioned.
2026-08-12
Framed entirely around international students in general -- national enrollment and economic aggregates; no nationality breakdown and no mention of China.
2026-07-17
The rule is framed as applying to foreign students generally; China appears only demographically (largest origin group in California at about 35%, followed by India), not as a target of the policy. Per guidance, judged by framing rather than example nationalities.
2026-05-14
Framed around international students generally; the only origin-specific note is that African countries have 'seen a disproportionate number of visa and travel bans'. China is never mentioned.
2026-07-22
The visa rule is discussed for international students generally; China appears only in separate items on the DOJ probe into Harvard's China ties and Chinese donors, not as a target of the visa rule.
2026-05-12
Framed as affecting international students in general -- 1.1 million visa holders, all fields and levels; no nationality-specific targeting and no mention of China.
2026-07-29
The refusals concern student-visa applicants generally — the reported example is the US embassy in Belgrade, Serbia — with no nationality-targeted framing of the rule.
2026-08-05
The fee and rule discussion concerns foreign college graduates and international enrollments generally; no nationality-specific framing appears.
2026-08-13
The framing is international students and scholars in general; no nationality is singled out in the letter or the modeling.
2026-07-16
Framed as a wider visa tightening centered on journalists — with Chinese journalists singled out for a harsher 90-day rule — and noting that students and other foreign visitors lose duration of status 'by the same decision'. Within the journalist strand the coverage does present China-specific targeting (90 days vs 240), but the overall frame is the multi-population tightening.
2026-08-19
Framed as a combined tightening on foreign students, exchange visitors and journalists, with PRC-passport journalists singled out for a shorter 90-day admission; students themselves are framed generally, not by nationality.
2026-07-16
The rule is presented as covering international students, exchange visitors and foreign journalists (F, J and I visas) -- a general tightening, with no mention of Chinese students specifically. China is never mentioned in this cluster.
2026-07-20
The policy is presented as a general tightening covering foreign students, exchange visitors and journalists; the single China-specific element is that journalists from China are limited to 90 days versus 240 for others. Students are framed generally; the China carve-out appears only in the journalist provision.
2026-08-19
The rule is framed as covering foreign students, exchange visitors and journalists together — it would 'limit the amount of time foreign students and journalists can stay in the U.S.'; no nationality is singled out.
2026-05-12
The policy is framed as hitting international students generally while stating the administration is 'cracking down especially hard on Chinese students'; Chinese student demand also receives its own extended treatment.
2026-05-20
Both framings appear explicitly: the lead is about Chinese students specifically (Trump's welcome, GOP China-research bills), while the administration's restrictive actions are described as aimed at international students generally (Harvard block, foreign-admissions caps, the coming visa rule).
2026-07-21
The measures discussed are aimed expressly at Chinese nationals' F-1 and J-1 visas; the DHS duration-of-status rule appears only as background covering F, J and I visa holders generally.

The editorial presents the new rules themselves as the problem: an 'indiscriminate crackdown' that tightens rules 'for seemingly no reason' and pounds the whole program 'with a hammer' instead of a scalpel.

The dominant framing is the rule as the problem — it 'could deter international students', injects 'uncertainty, bureaucracy, and fear', and is 'the latest in the Trump administration's crackdown' — while the government's stated overstay/national-security rationale is reported as its counter-argument. Both framings are present; critics' framing gets far more space and the article's own voice ('crackdown', 'repeated attacks') aligns with it.

A procedural update on the rule clearing OMB review, but framed around the rule as the problem: commenters say ending duration of status 'would further discourage international students', and education leaders note most Ph.D. programs outlast four years; DHS's 79-percent counter-statistic is carried as the rebuttal. Largely procedural piece; criticism nonetheless dominates the framing space over DHS's defense.

The newsletter frames administration actions as the problem — 'frontal attacks and an end run' on OPT, a rule that could become a bottleneck and 'yet another setback for colleges' — while reporting at length DHS/ICE's own framing that OPT is 'a magnet for fraud' with national-security issues. Genuinely two-sided: the lead item carries the government's fraud/security case in detail, but the author's own framing (headline, 'back-door attack', skeptical questions to DHS) problematizes the administration's moves.

The administration's USCIS benefits pause is presented as the problem: a federal judge found it unlawful and discriminatory by country of birth, having 'placed the lives of countless individuals on hold' — leaving many 'without work, without legal status, and without any meaningful ability to plan for their futures'. Cluster is about the OPT/benefits processing pause rather than the duration-of-status rule; same problematization scheme applies.

A newsletter roundup that problematizes the administration's visa policies themselves: a surprise green-card rule that could 'lock out' applicants and worsen backlogs, colleges 'uneasily preparing' for the coming student-visa overhaul, and the prospect of 'another summer of student-visa chaos'. ملاحظات: Multi-item newsletter (green-card change, upcoming duration-of-status rule, science-agency restrictions); dominant thread is policy-as-disruption.
The problem is framed as declining international enrollment that institutions must now manage — enrollment dropped by about 5,000 students, new enrollment fell 17 percent, and 63 percent of institutions expect further declines — with the administration's 'chaotic spring' of actions given as the backdrop cause.
2026-07-08

The lead problematizes the expected drop in international students — as many as 111,000 fewer students costing the US economy almost 3.5 billion dollars; the imminent time-limit rule appears as a second stressor for college international offices. ملاحظات: rule_as_problem is a close secondary framing carried by the reader-survey section.
2026-06-24
The lead problematizes US higher education losing international ground: QS data shows American colleges slipping on the international-student ratio, with depressed foreign enrollments as the underlying problem.

The problem is the 20-percent drop in new international enrollment at US universities, presented as coinciding with and driven by the administration's restrictive immigration policies.
2026-07-08
The problem is framed as policy-driven enrollment decline and visa-processing friction: federal regulatory changes lengthen the visa process, 2025 revocations and screening pauses produced a 'chilling effect' and a 17% drop in new international enrollment, which local universities are working around. Cluster is about enrollment trends under Trump-era policies broadly, not the duration-of-status rule specifically.

The problem is declining foreign-student enrollment and the revenue it costs New Jersey colleges, attributed to the Trump administration's 'drastic crackdown on international students' (vetting, delays, arrests, OPT signals). Pre-dates the duration-of-status rule (May 2026); problematizes the policy climate as a whole.
2026-08-12
The problem is projected enrollment decline and its economic cost: up to 112,000 fewer international students next year and $3.4B in lost contributions, with the decline attributed to administration policies including the new four-year rule.
2026-05-14
The problem is plummeting international enrollment: spring enrollment fell nearly 20% nationally as 'the Trump administration's travel bans, visa restrictions and immigration crackdown chill global education', with a larger fall decline anticipated. Pre-dates the duration-of-status rule (May 2026).

The only evaluative framing presents excess foreign-student admissions as the problem the crackdown answers: CIS's Fishman says the US 'admits far more foreign students than serves our national interest' and that many become 'a de facto guest worker program that disadvantages American graduates'; the visa decline itself is reported as a factual outcome, not lamented. No overstay claim as such; bucketed here because the cluster's framing treats the restrictions as answering a stated national-interest/security/labor problem rather than being the problem.
2026-07-20
An explainer that frames the rule as DHS's answer to a stated problem: eliminating the 'duration of status' 'loophole' that let visa holders stay 'indefinitely without routine federal oversight' and that 'compromised national security and created an environment ripe for immigration fraud'; the counter-framing appears only via press-freedom critics. The security/fraud rationale is always attributed to DHS, but it is the cluster's organizing frame (three placements) versus one critical quote; close call with rule_as_problem.
2026-07-21
The problem presented is national security: alleged Chinese election interference and 'cyber espionage', with the student-visa system cast as 'a potential vector for CCP influence operations targeting our democratic institutions'; visa cancellation is the demanded answer.

The cluster presents federal immigration officials' airport detentions of international scholars -- not the visa rules -- as the problem, framing the detentions as stoking fear and making travel fraught for foreign academics. Cluster never discusses the new F-1 visa rules; minted enforcement_detentions_problem for detention-focused clusters rather than stretching rule_as_problem.
2026-05-20
The problem is framed as the administration's own inconsistency: Trump publicly welcomes Chinese students and complains immigration law pushes graduates out, while 'his administration tried to block Harvard..., proposed foreign-admissions caps, and is expected to publish a rule... that could upend the student-visa system'. Minted mixed_signals_problem: the problematized thing is the gap between presidential rhetoric and the administration's hard-line policy; none of the four guided buckets captures it.

The disruption is attributed to the Trump administration's accumulating measures — the new rule, social media screening, harder appointments, higher denial rates — with DHS Secretary Mullin defending them; critics quoted blame the rule itself. News-feature attribution rather than explicit blame verbs; the actor named for the measures is the Trump administration/DHS, so trump_administration over us_visa_policy.

The Trump administration is blamed: its 'attacks on international students' (SEVIS terminations, visa-interview pause) 'contributed to a 35.6 percent' visa decline, and NAFSA's CEO faults the administration's 'playbook' of refusing to engage constituents.

The decline is traced to Trump administration actions: canceling SEVIS statuses, pausing F-1 interviews, social-media screening, detaining students for political beliefs, travel bans that stop recruitment from 40 countries, and the plan to revoke duration of status making US study 'too much of a gamble'.

The plaintiffs' talent-loss vocabulary dominates ('competitive edge in recruiting talent', 'loss of opportunity, talent, and economic contribution', 'arbitrary fixed end date', 'volatile, unstable environment'), answered by DHS's charged rebuttal ('performative outrage', 'abusing the system', 'making a mockery of our immigration laws'). Two loaded registers face off; talent-loss carries more of the piece than the DHS abuse/compliance register.

The dominant charged register is students' alienation: 'living unfreely in such a free country', 'a state of high tension', feeling 'unwelcome and alienated'. Secondary registers: talent loss ('drive away international student and scholar talent') and Mullin's compliance language ('abuse our immigration system'). Minted student_distress_language: charged register of student distress (alienation, limbo, anxiety); none of the guided categories fits.

The charged register is about lives on hold: students 'still in limbo', the pause 'placed the lives of countless individuals on hold', the months called 'traumatic' and the policy 'arbitrary', impacts 'deeply troubling'.

The charged language centers on student distress and institutional alarm: a 'disturbing video', a limit 'completely impractical for graduate students', and Coronado's 'continuing attack on higher education'.

The dominant consequence is students' uncertainty — 'more fees, less time and more uncertainty', constant anxiety, fear of denied re-entry, inability to pivot paths. Secondary: university finances (UNT's $45M shortfall, buyouts, program cuts) and the regional economy ($2.5B Texas contribution, projected $64.6M loss).
Dominant consequence is uncertainty for students: extension delays could leave them 'in limbo', discretionary denials cannot be appealed, and the US could 'lose a lot of international graduate students'. Secondary: institutional enrollment/revenue struggles, and harm to US research, innovation and global competitiveness. Enrollment-decline and economy frames are also present; the extension-limbo mechanics get the most sustained treatment (P22-P26).
Foreseen consequences center on students: the change would 'further discourage international students' from studying in the US and burden Ph.D. students and J-1 physicians whose programs exceed four years. Secondary: colleges would likely have to hire staff to handle extension requests.

Foreseen consequences fall first on students: extension processing 'could become a bottleneck' whose delays 'could force time-limited students to leave the country' and dissuade work-focused applicants. Consequences fall on international student athletes: losing their fifth season relative to domestic peers, first-year transfer bans blocking winter portals, pre-season early arrival conflicts, and being forced to graduate in four years or have 'a definitive immigration or departure plan'. Institutions largely avoid revenue loss, though teams may lose stars a year early.
2026-06-16
Consequences fall mainly on students in limbo: months without work or legal status, $14,000 in lost wages plus fees for one graduate, delayed job start dates and residency entry. Secondary: harm 'to U.S. companies' waiting on hires, and enrollment risk to institutions if visa numbers keep falling.
Students bear the foreseen harm first: extension fees and delays, a halved post-graduation grace period leaving 'less time for recent grads to find work', and 'the very real possibility of an interrupted education' for nearly every international Ph.D. student. Secondary: colleges' financial health and future enrollment, and American innovation.
Foreseen consequences start with student uncertainty — extensions left to immigration officers with no guarantee of completing studies — and extend to research and teaching in jeopardy and to the US economy: losing the pathway that produced Fortune 500 CEOs would 'hold back our country's economy and global competitiveness'. Economy and research/talent harms are prominent secondaries via BU president Gilliam's letter.

The foreseen consequence is fear and uncertainty for international scholars and students: travel becomes fraught, campuses report apprehension, and 2,000+ mathematicians petitioned to move a conference out of the US. Bearers are scholars/researchers as well as students; bucketed under students_uncertainty (same fear/travel-risk consequence class).
Foreseen consequences fall mainly on students and institutions: fixed admission capped at four years forces PhD students to seek extensions, with added costs, paperwork, processing delays and uncertainty; secondary mention of economic contribution ('billions of dollars annually') and talent attractiveness.
Dominant consequence is student uncertainty: four-year caps force extension applications (PhD programs run longer by design), major changes are restricted, and 'growing uncertainty could further drive international students elsewhere'; secondary: administrative burden, tuition-revenue exposure at small-endowment schools, ripple effects on workforce and economy.

Consequences fall on students' options and certainty: undergraduates cannot change majors in year one and graduate students not at all, transfer and degree-progression pathways become 'a lot more complicated', and extension approvals depend on a backlogged agency with slower processing for everyone. Also flags harm to colleges' recruiting pipelines (P10:S04) as secondary.
Consequences center on student uncertainty: the change 'injects uncertainty into one of the weightiest decisions', most undergraduates would need extensions, doctoral admissions become 'a gamble' (43% of STEM doctoral students are visa holders), OPT decoupling could chill interest, and colleges face added staff hours and midstream record changes. University administrative burden (P15:S01) and enrollment deterrence are secondary.
Consequences fall on students: applicants turned away at the US embassy in Belgrade, anticipated backlogs from students rushing to enter before the effective date, and uncertainty for students already in the country who plan to transfer or pursue postgraduate work.

The dominant foreseen consequence is US research and talent loss: harder recruiting, 'a decline in the world-class work', 'we're going to be losing good people' to competitor nations. Secondaries: students discouraged and pressured, graduate enrollment already down 20 percent at MIT, and a $92.1 million estimated loss to the Massachusetts economy.
Lead consequence is loss of talent and research capacity: the rule would 'upend graduate studies', disrupt BU labs 'from targeted immunotherapy research' to class staffing; secondary consequences are Massachusetts economic losses ($3.6B contribution, an estimated $284M hit, 10% admissions drop, 21% fewer doctoral applications). Close call with us_economy: the dollar figures are extensive, but the lede and the university declarations frame the harm as talent/research loss first.

The foreseen consequence is the erosion of America's standing as the top study destination: prospective students' trust in the US scored lowest (66) of five major destinations, some students opt to stay home over visa difficulty, and the field itself shows shrinkage and burnout (fewer exhibitors, lower registration, retirements). Minted destination_attractiveness_loss: the harm bearer is the US's standing as a study destination, not any single guided bearer.

The OPT $100k fee proposal, the article's main subject, is presented as one of a 'combination punch' of Trump-administration measures tightening the ability to stay in the US, alongside the four-year duration cap and the $100k green-card bond; it is also framed as the administration's 'alternative path' after the H-1B fee was blocked in court. The green-card $100k bond (P21-22) is bundled in the same category by the question's own vocabulary; the H-1B fee (work_visa_measures_h1b) is also explicitly and heavily covered (P23-25) as the closest sibling measure.

The article explicitly frames the proposed $100,000 OPT fee as 'not a coincidence' but part of a deliberate pattern that also includes the 2025 H-1B $100,000 fee proposal, a proposed doubling of the entry-level H-1B minimum wage, revocation of over 100,000 visas (including 8,000 student visas), a 36% drop in F-1 issuance, and the four-year student-visa duration rule. OPT fee is the article's own headline subject and is explicitly chained together with the H-1B fee, wage-rule proposal, and visa revocations in the same timeline paragraph; those other measures are noted as additional linked items.
The cluster's central 'three-stage encirclement' framing explicitly ties the duration rule (entry stage) to the OPT $100k fee proposal (internship stage, the article's main subject) and the H-1B fee fight (work stage) as one coordinated tightening campaign. H-1B (work_visa_measures_h1b) is just as heavily covered here (P2, P8-10, expert quote) as the second leg of the same three-stage framing.

The cluster presents SEVP's CPT authorization crackdown (tightened oversight, threat of losing international-enrollment certification for schools) as part of the same 'combination punch' as the D/S-termination rule. New category minted: cpt_authorization_restrictions (SEVP/ICE crackdown on Curricular Practical Training authorization). Not in the guidance's expect-list; kept side-neutral and entity-level per rubric.

The cluster ties the rule to the White House's separate push against Harvard's international-student program, framed as pressure on a university seen as a Democratic stronghold. Same passage also names, as court-blocked examples of the broader immigration crackdown: the H-1B $100k fee, restrictions on immigrants from certain countries, and the birthright-citizenship limit (P12:S01), plus the Gold Card visa program (P14) and consular public-charge screening (P13) — none as prominently tied to this rule as the Harvard mention.

The rule is framed as the latest step in a broader Trump-administration campaign restricting the number of foreign nationals in the US, alongside refugee-admission limits, suspending visa issuance for citizens of specific countries, charging companies fees for H-1B applications, and ending Temporary Protected Status for hundreds of thousands of immigrants. ملاحظات: Sentence lists four prior measures with equal weight (refugee limits, country-specific visa suspension, H-1B fee, TPS termination); picked country-specific visa suspension as the closest match to a listed category (travel ban / entry screening) since it explicitly targets nationals of specific countries. H-1B fee and TPS/refugee measures noted as additional linked items.

Beyond the four-year cap, the cluster details the extension procedure: three qualifying grounds (justified academic delay, documented major illness, uncontrollable emergency), filed before expiry with biometric collection, or unlawful presence begins accruing immediately.

In its timeline of administration measures, the article states DHS issued a final rule limiting student-visa holders' stay to four years, but reports no other provision of that rule (no transfer limits, grace period, or exchange-visitor scope mentioned). Convention ruling 2026-08-23: previously coded false; guidance's no_other_provision_reported applies when the rule is explained but no non-cap provision is reported.

Besides the four-year cap, the rule shortens the post-graduation departure grace period from 60 to 30 days, and separately tightens conditions on transferring schools or changing majors, especially for first-year undergraduates and graduate students. Same sentence also names transfer/major-change limits (matches transfer_or_program_change_limits); picked the grace-period cut as primary because it is the one given a concrete quantified change (60->30 days).

Besides the four-year cap, the cluster reports that the post-graduation departure grace period was cut from 60 to 30 days, sharply narrowing students' flexibility. The same paragraph also mentions the extension-application requirement for over-four-year programs (P13:S02).

Most prominently, the cluster reports new restrictions on changing academic goals or transferring: graduate-and-above students are barred from changing their 'field of study,' unauthorized transfers are banned, and progression is allowed only to a higher level after completing the current one. It also mentions the extension-application requirement (biometrics, background check, fraud screening) and the shortened 60-to-30-day departure/transfer grace period.

Under the new rule an F-1 visa lasts four years or the program end date, whichever is shorter; students who previously used the flexibility of 'duration of status' (an extra semester, or continuing into graduate study) will now have to apply for an exemption. P09 also briefly notes OPT ('temporary employment authorization... for job training') is under review, but that is a single passing sentence versus the explicit exemption-application requirement.

Most prominently, the article details the extension-of-stay filing to USCIS -- who needs it (PhD/dual-degree, gap-year, master's, work-authorization students), the added agency burden and processing delay, and a lawyer's quote that it turns the government into an arbiter of dissertation timelines. It also names the 60-to-30-day grace-period cut and the ban on a second master's or changing majors/schools/programs in the first undergraduate year.
The most prominent other provision discussed is that the draft rule would require almost all students to file for a visa extension in order to work on OPT, which the author says could become a processing bottleneck that forces time-limited students to leave the country.

University spokespeople dominate. The anonymous student (P18) is the only student voice, quoted namelessly for fear of status consequences -- notable for the voice-structure comparison. Zaentz quote is the same UC statement as in RC-US-9a059625.
The most prominent quoted voice is Homeland Security Secretary Markwayne Mullin, who said the changes curtail 'abuse' by perpetual enrollees. International students are also cited secondhand (via reporter Kathy Wang) as feeling unwelcome and alienated.

Beijing's reported reaction is a Foreign Ministry rebuttal of the allegations behind the visa demands: spokesperson Lin Jian said 'The U.S. allegations have no factual basis and are intended to vilify China', and China has consistently denied interfering in US elections. The protest addresses the election-interference allegations motivating the visa-cancellation demand, not a visa measure directly.
No official Chinese reaction is reported; the newsletter explicitly notes that research policy and academic engagement 'were not part of official discussions' between Trump and Xi Jinping in Beijing. Judgement call: addressed=true with none_reported because the cluster explicitly marks the absence (non-discussion at the summit) rather than being silent; China's possible expansion of its universities (P06:S01) is Trump's speculation, not a Chinese government act.
